"Sokkou" is a coined term that combines the positive aspects of two phrases: "setsusoku" (quick but sloppy) and "kouchi" (skillful but slow).
This term embodies the meaning of 'pursuing and executing two seemingly contradictory actions—speed and precision—at a high level.' In the past, and continuing into the future, all JSS employees will remain keenly aware of the need to be both speedy and accurate, and will carry out their daily tasks with this in mind.

Examples include the September 11 terrorist attacks in the U.S., the Akashi fireworks crowd disaster, the Akihabara mass stabbing, convenience store robberies, the Okegawa stalking murder case, and crimes by delinquent foreigners, to name a few. Although the number of criminal offenses reported in the White Paper on Crime peaked in 2002 and has been declining, the clearance rate for these offenses has never exceeded half. Public opinion surveys indicate that citizens still feel uneasy about public safety. It can be said that Japan's "myth of safety" has completely collapsed.
We aim to respond swiftly and accurately to such "21st-century incidents and accidents," and to contribute to creating communities where Japanese citizens can live in peace by preventing these incidents and accidents before they occur. Crimes and accidents are evolving daily, making it impossible to prevent them if we remain bound by conventional wisdom and established notions.
We are committed to adapting the know-how accumulated by our predecessors in the 20th-century security industry to systems that address "21st-century incidents and accidents." We aim to build knowledge and technology that surpass the speed at which these incidents and accidents evolve.
